In an impressive feat of urban infrastructure development, the Capital Development Authority (CDA) has completed the F-8 Jinnah Avenue underpass in a record time of 42 days, a significant milestone for the city’s traffic management.
Prime Minister Shehbaz Sharif inaugurated the underpass on December 24, 2024, marking a critical step in improving traffic flow in the capital.
Swift construction milestone
The foundation stone for the F-8 Jinnah Avenue underpass was laid by the Prime Minister on November 5, with an initial completion target of 100 days. However, the CDA has surpassed expectations by completing the underpass in less than half the allotted time.
This project, developed by MAAKSONS in collaboration with CDA and NESPAK, aims to alleviate the heavy traffic flow at the junction of 9th Avenue and Jinnah Avenue, transforming commutes and enhancing urban connectivity in Islamabad. The project, part of a broader infrastructure effort that includes a flyover with loops, aims to alleviate congestion at this critical intersection.
The underpass was opened to traffic on December 24, resolving approximately 50% of the traffic issues at this busy junction.
During the inauguration ceremony, Prime Minister Shehbaz Sharif lauded the CDA and Interior Minister Mohsin Raza Naqvi for their tireless efforts in completing the project in record time. “This is the way in which nations progress through day and night struggle,” the Prime Minister remarked, highlighting the hard work and dedication that went into the project’s completion.
Interior Minister Mohsin Naqvi also congratulated the CDA team, acknowledging the crucial role played by the Islamabad Traffic Police in maintaining a smooth flow of traffic during the construction phase.
The Prime Minister further praised the CDA chairman Muhammad Ali Randhawa, his team and the contractors for their efficient execution of the underpass, urging that similar efforts be made for other ongoing projects, including the Serena Chowk underpass.

Future Focus: Flyover and F-10 roundabout
While the underpass is now operational, work continues on the accompanying flyover, which is expected to be completed within the 100-day timeframe. CDA officials confirmed that significant progress has already been made on the flyover, with 75 piles cast and 35 out of 39 girders completed. The CDA has assured that the flyover will be finished on time.
However, concerns have been raised about the F-10 roundabout, where increased traffic from the underpass and flyover might cause congestion. Sources suggest that Prime Minister Shehbaz Sharif may instruct the CDA to prioritize improvements to the F-10 roundabout during the inauguration ceremony, to avoid bottlenecks after the flyover’s completion.
Expanding Infrastructure: Serena Chowk Project
Alongside the underpass project, the Serena Chowk interchange, valued at over Rs 4 billion, is also underway. The project, which aims to further ease congestion in the city, is expected to be completed by January 5, 2024.
However, local media reports indicated that there might be slight delays due to unforeseen challenges.
In a recent statement, CDA Chairman Muhammad Ali Randhawa emphasized the importance of maintaining high construction standards and meeting deadlines for ongoing and future projects. The completion of the F-8 underpass in such a short time, he said, sets a benchmark for urban development in Islamabad.
