ITP Learner Permit Guide: All you need to know about Online and On-Spot Learner Driving License in Islamabad

The tedious days of queuing for a learner’s driving permit are over in Islamabad. Islamabad Traffic Police (ITP) has launched a dual strategy that makes obtaining a learner permit faster, more accessible, and fully digitized.

If you are a resident of Islamabad looking to drive legally, the ITP now offers multiple pathways to compliance, ensuring the city’s roads become safer and the licensing process feels less like a bureaucratic hurdle. The new changes have been announced under the directives of Inspector General (IG) Syed Ali Nasir Rizvi.

Citizens can choose between the new Online E-Learners Permit service or the on-spot issuance via mobile facilitation vans. Mobile vans are stationed at four checkpoints for immediate permit issuance.


Option 1: The Digital Way (Online E-Permit)

For maximum convenience, the ITP has embraced digital facilitation with its Online E-Learners Permit service. This allows residents to handle the entire application process from their home or office.

Chief Traffic Officer (CTO) Hamzah Humayun highlighted the ease of this digital shift, confirming in a video statement, “Citizens can now complete the entire learner permit procedure at home.”

How to Apply: Applications can be submitted directly through the official digital portal. The service allows quick, simple processing, eliminating the need to visit physical offices.


Option 2: The On-Spot Way (Mobile Facilitation Vans)

As part of a focused Phase-II campaign, the ITP has deployed mobile licensing vans to proactively encourage compliance and issue permits immediately at enforcement points. Traffic police officers are actively checking licenses, and those who do not possess a license or learner permit can be issued one right there.

The CTO stressed the elimination of friction for citizens: “No queues, no waiting — now citizens can get learner permits right at checkpoints.”

Where to Find the Vans: The mobile facilitation vans are currently operational at four major checkpoints:

  • Zero Point
  • Faizabad
  • G-14
  • Foreign Office checkpoint

These innovative steps are part of a broader drive for road safety. The efficiency of the new system has already yielded major results. The CTO reported that since September 1, the ITP has issued over 140,000 new licenses, successfully increasing the proportion of licensed drivers from 56% to more than 80%. The ITP’s immediate goal is to hit 90% licensed drivers to match international safety benchmarks.


Public feedback on Fee Structure

While applauding the ease of access and digital efficiency, some citizens have raised concerns about the associated costs, requesting ITP to balances modernizing public services with ensuring affordability for all.

In a social media post responding to the new service, citizen Syed Hammad Ahmad suggested a revised fee structure for different vehicle categories, noting the current aggregation is burdensome for some residents. Ahmad requested, “For motorcycle owner, the fee of permit should be 700 Rs max, not equal to that of car or both permits combined should be given in Rs 1000 not in 1000 each, making it Rs 2000 aggregate if a person intends for both categories”.


Step-by-Step Online Learner Permit Application

The Islamabad Traffic Police has streamlined the learner permit application through the ICT Police E-Learners Permit App (available on the Google Play Store) and the official web portal. Citizens can complete the entire process digitally without visiting an office.

Here is the step-by-step process for applying for the Islamabad Learner Driving Permit using the online app or web portal:

  1. Create an Account:
    • Open the app or navigate to the official ITP portal.
    • Register using your CNIC, email, and mobile number.
    • Verify your account using the One-Time Password (OTP) sent for confirmation.
  2. Fill Out the Application:
    • Select the option to “Apply for Learner Permit.”
    • Enter all required personal details exactly as they appear on your CNIC (Full Name, CNIC Number, Date of Birth, Address, Contact Info).
    • Crucially, select the specific license category (e.g., Motor Car, Motorcycle).
  3. Upload Documents:
    • Upload clear scanned copies or photos of the required documents:
      • CNIC (front and back).
      • A recent passport-size photograph.
      • A Medical Certificate signed and stamped by an authorized medical officer.
  4. Pay the Fee Online:
    • Complete the payment using a digital channel such as Easypaisa, JazzCash, Debit/Credit Card, or a Bank Transfer.
  5. Download Your Learner Permit:
    • Once the ITP administration approves your application, you can download the digital copy of your Learner Permit from your account dashboard.
    • Print the permit and keep it with you for any road checks.


Eligibility for Online Learners Permit App

To get a learner’s permit in Islamabad, you need to apply with:

  • Original CNIC and 2 photocopies of CNIC.
  • 2 passport size photos.
  • Valid Medical Fitness Certificate. Applicants must fill out and bring this Medical Form-B, attested by a doctor, along with the RMP number and other details. Medical facilities are available at the ITP office.
  • Applicant must be 18 years or older.
  • Permit validity: 6 months. However, you can apply for regular license after 42 days.

After 6 months, learners may qualify for LTV (Light Transport Vehicle) or HTV (Heavy Transport Vehicle) licenses.
