National Highways & Motorway Police (NHMP) is planning to implement a points-based system for driving licenses soon to bring uniform and effective enforcement of NHMP rules in line with international standards.
Inspector General (IG) NHMP Khalid Mahmood has ordered the concerned authorities to implement the new system on an urgent basis. A department spokesperson told the media that the points-based system will use the information already available on the National Driving License Database. The database contains data of over eight million drivers’ licenses across all districts in Pakistan.
Demerit point limit
Based on revised guidelines, the demerit points limit for various violations on a license will be 20. If a driver exceeds the 20-point limit within 24 months, his driving license will be suspended by the authorities. Details of demerit points for various violations are explained in Schedule 11 of the National Highways Safety Ordinance 2000.
Officials said implementing the demerit points system will help effectively control violations of laws on motorways and highways, ultimately helping to achieve significant reduction in accidents.
Info used by NHMP for points-based licenses
The system will use the following to obtain information about drivers’ previous infractions.
- The CNIC number
- Driver’s license number, and
- Mobile phone number
NHMP officers will be able to obtain a record of previous challans of traffic violators using these sources. The system will help National Highways & Motorway Police take prompt action against habitual traffic rule violators.
#NoMore campaign
The initiative is part of the #NoMore campaign launched by the NHMP, which has introduced technology using state-of-the-art equipment such as spotters, latest speed checking cameras, surveillance drones and body-worn cameras.
IG NHMP Khalid Mahmood said that the department will implement a stricter monitoring system to ensure road safety and hoped that people will cooperate with the department and comply with the rules.
