The Government of Pakistan has officially launched its Electric Vehicle Policy 2025–2030, setting a target for 30% of all new vehicles sold, including bikes, rickshaws, cars, and buses, to be electric by 2030.
The move aims to cut air pollution in cities, reduce reliance on costly fuel imports, and create jobs through local EV manufacturing and infrastructure development.
“The Government of Pakistan is stepping up efforts to promote the adoption of electric vehicles (EVs) as a key part of the country’s clean energy and climate resilience agenda,” said Muhammad Saleem Shaikh, spokesperson for the Ministry of Climate Change and Environmental Coordination. “With the transport sector being a major contributor to greenhouse gas emissions and urban air pollution, the shift towards EVs marks a significant move towards a sustainable, healthier, and economically viable [future].”
The policy is being implemented in coordination with the Ministry of Industries and Production, the Climate Ministry, and other key stakeholders.
Mohammad Asif Sahibzada, Director General of the Climate Ministry, added, “The policy would go a long way in bringing more and more e-vehicles on the country’s roads,” noting its importance for climate action and public health. “Cleaner air means fewer respiratory and cardiovascular illnesses… especially for children and the elderly.”
He also emphasized the economic benefits: “Electric vehicles undoubtedly offer long-term savings due to lower fuel and maintenance costs. They reduce Pakistan’s dependency on imported fossil fuels.”
Muhammad Azeem Khoso, Director for Urban Affairs, added, “By integrating EVs with renewable energy sources such as solar and wind, [we take] one step further toward greater energy independence and a more resilient energy mix.”
“Electric vehicles are not just about cleaner transport; they are a cornerstone of our climate action strategy,” he said. “The future of Pakistan’s mobility is electric.”
Key Benefits of the EV Policy:
- Cleaner air in cities: Zero tailpipe emissions will reduce smog and health risks.
- Lower fuel dependency: EVs will decrease reliance on costly fossil fuel imports.
- Economic boost: New opportunities in local EV manufacturing, battery production, and charging infrastructure.
- Public health gains: Fewer emissions mean fewer respiratory and cardiovascular diseases.
