Saudi investors will finance Pakistan’s first-ever theme park in Islamabad, while the Capital Development Authority (CDA) will provide land for the project under a memorandum of understanding (MoU) signed on October 25, 2026.
The agreement was signed by Prince Mansour bin Mohammed Al Saud, chairman of the Saudi-Pakistan Business Council (SPBC), and Sohail Ashraf, chairman of the CDA, at a ceremony held at Lahore’s Gaddafi Stadium.
Interior Minister Mohsin Naqvi attended the ceremony as the chief guest and welcomed the agreement, describing the proposed theme park as a potentially “game-changing project.”
The project is part of broader efforts to strengthen economic ties between Pakistan and Saudi Arabia, with infrastructure, real estate and property development emerging as potential areas for investment cooperation.
Saudi Investors to Finance Theme Park
Under the agreement, Saudi investors will finance the proposed theme park, while the CDA will provide the land required for its development.
“The theme park will prove to be a game-changing project,” Naqvi said, assuring Saudi investors of government support. “Every possible facility will be provided to Saudi investors.”
Naqvi also welcomed Prince Mansour’s initiative and the participation of the Saudi delegation in the project.
Prince Mansour said Pakistan, particularly Islamabad, offered excellent investment opportunities.
Project Location and Development Details Awaited
The MoU announcement did not specify the proposed theme park’s location, investment value, size, design or construction timeline.
The project’s location has also drawn attention amid public concerns about the future of Islamabad’s F-9 Park, also known as Fatima Jinnah Park.
Naqvi separately assured residents that no trees would be cut and no new concrete structures would be built in F-9 Park. He outlined plans to improve its lighting and walkways, develop a lake and coffee shops, and plant thousands of additional trees. However, the theme park MoU does not identify F-9 Park as the proposed project site. HUM News English+1
Pakistan and Saudi Arabia Seek Stronger Investment Ties
The proposed theme park comes amid broader efforts by Pakistan and Saudi Arabia to expand economic cooperation, particularly in real estate, infrastructure and development.
Earlier in October, Lahore hosted a three-day Saudi-Pakistan Real Estate Exhibition, highlighting investment opportunities in Saudi Arabia and bringing together investors, developers and industry representatives from both countries.
Naqvi also announced plans to hold a real estate investment roadshow in Saudi Arabia in the coming months to attract further investment.
Saudi Arabia is pursuing major infrastructure and tourism developments under its Vision 2030 strategy, which aims to diversify the Kingdom’s economy and reduce its reliance on oil
